The Benton County Board of Supervisors met in regular adjourned session with Supervisors Primmer, Wiley and Bierschenk were present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously.
Wiley moved/Bierschenk seconded: To approve the minutes of July 31, 2018. Motion carried.
Wiley moved/Bierschenk seconded: Approve payment of checks numbered 228146 through 228279, payroll checks numbered 140207 through 140220, ACH deposits numbered 35228 through 35372, vendor checks numbered 228280 through 228285. Motion carried.
Bierschenk moved/Wiley seconded: To approve the hire of Larry Yeager as a part-time driver /maintenance person at $11.33 an hour effective August 7, 2018. Motion carried.
Dana Burmeister, Transportation director presented a draft of a new transportation building. Burmeister is in the beginning stages of applying for an ECICOG grant for said new building.
The time of 9:15 a.m. having arrived, and this being the time and date for a land use hearing for Jacob and Samantha Fish in part of Lot 1 in Red Brush Estates in NW ¼ SW ¼ 23-85-9. The Fish family was present, no media in attendance. Marc Greenlee presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. Fish would like to propose a change of 1 acre for a new residence on his existing parcel. There is already an existing dwelling on the same parcel that they hope to later sell off. CSR is a 70, most of the land is all timber, nothing in production and they will use same existing driveway. Most adjoining landowners are family and there were no comments heard for or against this change. Hearing no other further comments, the public hearing was closed.
Bierschenk moved/Wiley seconded: To approve the request for the land use change of one acre from agricultural to non-agricultural for Jacob and Samantha Fish in part of Lot 1 in Red Brush Estates in NW ¼ SW ¼ 23-85-9. Motion carried.
Scott Hepker spoke on behalf of Urbana first responders, requesting LOSST funds. Having ambulance service in rural areas is becoming a big issue. After losing ambulance service 7 years ago, the community is in need of such services as they continue to grow. Currently North Benton Ambulance and Area Ambulance provides the service. They now have 5 willing members are already trained to start one up again. They will need to get a vehicle purchased and get state inspection approval and they should hopefully be up and running in 30 days.
Wiley moved/Bierschenk seconded: To authorize the Auditor to issue the 10% match from Local Option Sales and Service Tax fund for an emergency vehicle for Urbana EMS once an official invoice is presented. Motion carried.
Toni Parizek, Veterans Affairs Director updated the board on a provision that the commission already approved to be added to assistance guidelines. In order to receive assistance in Benton County, a veterans service officer must be a resident of the county. They would need to produce two official pieces of mail showing the address and a valid ID confirming that.
Wiley moved/Bierschenk seconded: To approve Veteran’s Affairs Quarterly Report ending June 30, 2018. Motion carried.
John Whitson, resident along 61st St. Drive, Vinton came to discuss sealcoating and how to get the process moving. Primmer explained a signed petition is needed by those willing property owners. That petition would then be given to the County Engineer who would figure up the estimated cost. The cost would be divided up as an assessment put on the owner’s taxes.
The Engineer presented Bids received for a new 4x4 pickup for the maintenance superintendent. Bids were as followed:

Bierschenk moved/Wiley seconded: To approve bid from Van Horn Motors for 2019 Chevy Silverado for $31,316.00. Motion carried.
Bids received from a DOT bid letting for bridge project FM-CO06(113)—55-06, resurfacing on D65 east of Mt. Auburn were as follows:
Mathy Construction Company-$1,337,583.55
Inroads, LLC-$1,668,432.98
Wiley moved/Bierschenk seconded: To award the bid for DOT Bridge project to Mathy Construction Company for $1,337,583.55. Motion carried.

Wiley moved/Bierschenk seconded: To approve hiring of Sydney Barton for part-time jailer/kitchen help for the Sheriff office at the rate of $14.67 an hour effective August 7, 2018. Motion carried.
Bierschenk moved/Wiley seconded: To approve hiring of Darian Smothers as part-time jailer in Sheriff’s office at $14.67 an hour effective August 7, 2018. Motion carried.
Bierschenk moved/Wiley seconded: To acknowledge that Jerry Michaels is retiring on August 10, 2018, and to change his status to part-time on August 11, 2018. Motion carried.
Wiley moved/Bierschenk seconded: To acknowledge resignation of Zach Mann and Ann Werning as communication specialists in the Sheriff’s office effective August 7, 2018. Motion carried.
Wiley moved/Bierschenk seconded: To appoint John Lindaman as Chief Deputy Sheriff to replace Mike Ferguson effective August 7, 2018. Wiley withdrew said motion due to further discussion. The county attorney inquired if the position had been posted properly referring to Iowa code section 35c.
Sheriff Tippett previously discussed at a prior meeting how he was in favor of a school resource officer for Benton Community Schools and wanted to provide an update in regards to this moving forward. Gary Zittergruen, will come present something to the board so that they can work out cost-share agreement. The Department of Justice is not funding any new positions, as their current focus is on opioid addiction.
