July 10, 2018 The Benton County Board of Supervisors met in regular adjourned session with Supervisor Primmer present and Supervisor Wiley called in. Bierschenk was absent. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously. Wiley moved/Primmer seconded: To approve the minutes of July 3, 2018. Motion carried. Wiley moved/Primmer seconded: To set land use hearing date of Tuesday August 7, 2018 for Jacob and Samantha Fish in part of Lot 1 in Red Brush Estates in NW ¼ SW ¼ of 23-85-9. Motion carried. Wiley moved/Primmer seconded: Approve payment of checks numbered 227830 through 228000, payroll checks numbered 140182 through 140193, and ACH deposits numbered 34940 through 35082, vendor checks numbered 228001 through 228006. Motion carried. The time of 9:15 a.m. having arrived, and this being the time and date for a land use hearing for Todd Neal in part of SW ¼ SE ¼ of 28-86-10. No media or members of the public was present. Marc Greenlee presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. Neal would like to propose a change of 2 acres to build a house. This site will need a new well and septic. The driveway options have met approval on the west side of said parcel, with the possibility of adding a new culvert. The required notification was sent to the adjacent landowner’s. Hearing no other further comments, the public hearing was closed. Wiley moved/Primmer seconded: To approve the request for the land use change from agricultural to non-agricultural for Michael Neal in part of SW ¼ SE ¼ of 28-86-10. Motion carried. Supervisor Primmer reported on IT work at the Service Center. Primmer stated he had, Ben Turnis IT Director, get quotes on a battery backup system, 4 wireless access points with licenses and shelving. Turnis explained that the licenses for the wireless access points were for 3 years. Total quote came to $3,778.00. Wiley moved/Primmer seconded: To approve quote as presented for IT work at the Benton County Service Center for battery back-up, wireless access points with licenses and shelving units. Motion carried. Primmer also discussed they were having issues with the placement of the antenna for Point to Point Connection at the Benton County Service Center. Wiley moved/Primmer seconded: To approve purchase of used caterpillar motor grader for $198,000.00 from Mid Country Machinery, Inc. Motion carried. Wiley moved/Primmer seconded: To approve Resolution #18-39, Wage and classification change. Motion carried. RESOLUTION #18-39 WAGE CLASSIFICATION CHANGE WHEREAS: Benton County Secondary Roads Department has an employee that has been employed by Benton County for six months, and WHEREAS: Upon the completion of the six -month period the base wage will be increased from the starting wage (per bargaining unit agreement) THEREFORE BE IT RESOLVED By the Benton County Board of Supervisors that the hourly wage for Wayne Frickson be set at $20.85 per hour effective July 3, 2018. This position carries a Labor Grade VB classification.
