The Benton County Board of Supervisors met in regular adjourned session with Supervisors Primmer, Wiley and Bierschenk present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously.
Wiley moved/Bierschenk seconded: To approve the minutes of August 7, 2018. Motion carried.
Bierschenk moved/Wiley seconded: To approve Class B Liquor license for Blairstown Lions Club. Motion carried.
Wiley moved/Bierschenk seconded: To approve quote on new keys and locks to the Benton County Service Center from Tomcat, and to authorize the auditor to do a handwrite to purchase the equipment and balance to be paid in full after completion of the work. Motion carried.
The time of 9:15 a.m. having arrived, and this being the time and date for a land use hearing for Jay Cassill, a part of the SE ¼ SW ¼ 29-83-9, North side of Highway 30. Jay Cassill was present along with 4 adjoining land owners. No media was in attendance. Marc Greenlee presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. Cassill would like to propose a change of 7.89 acres for a new 20 X 800 foot shop to house a storage business and his residence on his parcel of land. There is already an existing dwelling on the same parcel that is going to be sold to his son. Greenlee said this is a mixed use in the area, with commercial, residential and farming nearby. With a csr of 48, it is compatible and won’t affect the farming in the area. Cassill will use same existing driveway. Greenlee addressed concerns that were brought up in the form of a written letter from a neighbor about the possible runoff from the property.This neighbor also had concerns about existing property lines relating to the fence. Property has been surveyed and this fence issue is being resolved, per Brain Engineering. Gary and Lori Jaster were opposed to the change being proposed, stating this should be a residential area and felt it was currently a nuisance by how many vehicles Cassill had sitting around his property along with a broken hot tub. Jaster’s passed around some pictures of the junk spoken of. Jane Dorman another neighbor, was not opposed to people doing what they want on their property and understands the need for commercial growth and revenue for Benton County. She would like to see this be planned out in a smart sensible way for a master plan to look at the whole big picture. Primmer stated that potential zoning may be in our future with this area in mind, but that is a timely process to make the land owner wait. Lana Clement wants to keep small businesses in Iowa, but concerned that the lighting will be an issue like it is for a neighboring tiling business. She moved to the country to be in the country. Some other discussion about DOT and their requirements along the HWY in regards to proper signage and restrictions of how many vehicles can be allowed to privately sell in a year. After addressing other concerns regarding fencing, lighting, landscaping and slatting, Cassill assured the neighbors that he was spending money to make it look nice and would make it classy. He agreed to plant trees on the south and west sides of the fenced storage area as well. This isn’t a business with other employees, but his hobby business. Hearing no other further comments, the public hearing was closed at 10:24 a.m.
Wiley moved/Bierschenk seconded: To approve the request for the land use change from agricultural to non-agricultural for Jay Cassill in a part of the SE ¼ SW ¼ 29-83-9. Motion carried.
Bierschenk moved/Wiley seconded: To approve lease agreement between Benton County, Iowa and Horizons from July 18, 2018 through June 17, 2019 for office space at the Benton County Service Center. Motion carried.
The board toured the Benton County Service Center and met with department heads to go over some needs and wants after they’ve had time to get settled in.
Wiley moved/Bierschenk seconded: To adjourn.
