The Benton County Board of Supervisors met in regular session with Supervisors Seeman, Tippett and Volz present. Chairman Seeman called the meeting to order at 9:00 a.m. at the Benton County Service Center. Members of the public are invited to join in during open session or watch the livestream at https://www.youtube.com/bentoncountyiowa. Full Resolutions will be available in the Auditor’s office and at: www.bentoncountyia.gov
Volz moved/Tippett seconded: To approve the Agenda. Tippett, Seeman and Volz voting aye. Motion carried.
Volz moved/Tippett seconded: To approve the minutes from Tuesday, November 25, 2025. Tippett, Seeman and Volz voting aye. Motion carried.
Tippett moved/Volz second: To approve the following claims numbered 255805 through 255812 to the following entities will be paid out of the EMS Trust Fund:
North Benton Ambulance-DRSE LLC-$1,600.00, The EMS Training School-$4.125.00. Master Medical Equipment-$2,882.34, Powerdms. Inc.-$2.991.59 and Imagetrend, LLC-$2,146.69, Keystone First Responders-$13,283.97 for medical supplies, Walford First Responders-$764.03 for EMS education training and Belle Plaine Area Ambulance-$3,335.74 for medical supplies . Tippett, Seeman and Volz voting aye. Motion carried.
Tippett moved/Volz seconded: To approve Resolution #25-99, Approving Local Option Sales and Service Tax (LOSST) Gift to Van Horne Fire Department in the amount of $3,582.83. Tippett, Seeman and Volz voting aye. Motion carried.
Courtney Long presented her Veteran’s Affairs (VA) and General Assistance (GA) FY 27 Budget Requests. Her salary is still split between the two departments as 75% VA and 15% GA. Long put in for a 3% Cost of Living increase and everything else stayed the same. No action taken.
Committee Reports: Supervisor Volz has a Heartland Insurance meeting on Thursday, December 4, 2025 and Supervisor Seeman reported on his upcoming ECICOG meeting.
The time of 9:15 a.m. having arrived, and this being the time and date set for a land use hearing for Matt and Michelle Friedman in part of the Parcel A in the NW ¼ NE ¼ Section 17-82-12. Matt and Michelle Friedman were present. Matt Even presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. Friedman’s would like to change the use of two acres to allow for a single dwelling, by converting existing building to use as a house. This site has a CSR of 50. A new driveway has already been approved and put in. This site will require a new septic system which will be permitted by the department. They may either join Poweshiek Water Association that services the area or put in their own private water well that would also be permitted by the Department. Six notices were sent out and published in the official newspapers with one comment in favor of welcoming the new neighbors from the Blanchard’s nearby. Hearing no other further comments, the public hearing was closed.
Volz moved/Tippett seconded: To approve the land use change Matt and Michelle Friedman in part of the Parcel A in the NW ¼ NE ¼ Section 17-82-12. Tippett, Seeman and Volz voting aye. Motion carried.
Sarah Berndt, District 6 Leader for Behavioral Health Services and Nicole Waters District 7 Leader along with Jane Larkin from Health and Human Services (HHS). They provided an overview and processes with all the changes resulting from the mental health region changes and shared a power point and contact information. When everyone can work together we will be stronger resources to assist those in need.
Tippett moved/Volz seconded: To enter Closed Session per Iowa Code 21.5(1)c: To discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation. Tippett, Seeman and Volz voting aye. Motion carried at 10:15 a.m.
Volz moved/Seeman seconded: To exit closed session at 11:03 a.m. Tippett, Seeman and Volz voting aye. Motion carried.
Tippett moved/Volz seconded: To adjourn meeting at 11:04 a.m. Volz, Seeman and Tippett voting aye. Motion carried.
